Spegal’skii’s Revised Project Proposal for Architectural Reserves
Once the new project created by 'Lengiprogor' and the Restoration Workshop had established the protected zones and zones of regulated construction which Spegal’skii had so long advocated, he concentrated on creating projects for the conservation and restoration of monuments located within those zones. By 1969, he was ready to submit his 82-page project proposal, ‘The Long-Range Plan for the Restoration, Reconstruction and Conservation of Architectural Monuments in Pskov’. 21 This project plan was based on his ‘Explanatory Notes for the Planning of Architectural Reserves in Pskov’ of 1946-47, which had proposed the establishment of four architectural reserves in the city with regulations on the type of structures which could be constructed within special zones. In his new proposal, the four architectural reserves of his 1947 plan were sub-divided into 13 ‘complexes’ consisting of groups of architectural monuments and their immediate surroundings. It went further than his project proposal had done by declaring the cultural layer of the entire ancient city a protected archaeological reserve, thereby ensuring that the remains of buried monuments would not be lost due to future construction or development.
Spegal’skii's project proposal of 1969 was similar to the 1947 proposal in three ways. First, it proposed the recreation of the ancient streets and squares within the complexes and those which connected the complexes to each other. Second, it proposed extensive archaeological excavations within the complexes and the eventual restoration of excavated buildings which were considered to be no less valuable than other monuments. Finally, the project proposal was supported by detailed graphic representations of the 13 complexes, showing the monuments to be incorporated into the complexes and the streets and pedestrian walkways which would connect the separate buildings. 22
Spegal’skii introduced new components which had not appeared in the 1947 proposal and which addressed that plan's drawbacks, making its realization more likely. First, for many of the important secular buildings within a complex, such as the stone houses of the 17 th century, Spegal’skii briefly discussed specific obstacles associated with restoring the monuments' interiors and exteriors. For example, he included information on bringing the monuments up to modern standards of running water and central heating. A second improvement over the 1947 proposal was his suggestions on how the restored structures could best be utilized ‘for scientific, educational and practical goals’ beyond their role as objects for tourists to view. 23 For instance, he proposed that many of the restored stone houses could be utilized as exhibition halls and administrative buildings of the Pskov Museum, while churches could be used either for secure storage or as exhibits of the building methods of Pskov architects and stonemasons. Finally, Spegal’skii provided a chronology for the restoration of monuments within complexes and for complexes within the project. He also suggested a time line for the completion of the entire project, estimating that it could be completed in 1981 if begun in 1969. 24
